its because snake holds the nades not right in front of him, but slightly behind him. the spindash specials (as long as you do not continue past him, aka, jump cancel away usually), a well spaced uair, and the back throw are moves that when spaced can hit snake without the nade blowing up in your face. it is easier said than done, but with sonics tight hitboxes he can get away with a few attacks. add that to the glide toss and how sonic is very good with items, and snake will have to be more presice to blow you up without risking his defences.
sometimes, i run at the snake when he's pulling out the grenade, but stop short of his tilt range it throws them off, because even if they drop it right there, im still out of tilt/grab/jab range and there is a grenade sitting next to them that could harm them. now the spacing advantage can go either way, because sonic is essentially in thier grill, but not in attack range. most times they will do something, so you can bait and punish.
