I'm not sure by any means, but I think they might be willing to make an exception in case the user hasn't logged in a really long time and/or doesn't reply to any messages at all... I don't think it would hurt to try.

Like I said: every person I've seen ask has been turned down, even when the person with their name hasn't signed in since the dawn of time.
