IDK, Sonic has an interesting chain on ROB which is not infinite but can definitely hit more than 9 times (SDR-FSJ-weak nair-jab repeat) and that works from about 0-50.

Also Lucarios uthrow CG on fox is guaranteed for more than 9 throws AFAIK.
