I agree with M3D to an extent about the nerfs. I think the only time you really want to nerf something in a game like this is when a character is doing something that wasn't intended by design and you as the designer don't like it. The easiest example was Heimer and how he was able to push lanes by himself and destroy towers with ease. With that kind of ability he's either too good or he'd have to be so bad that it'd be hard to get that going.
But other than that, yeah, it's generally better not to nerf so much.
