I'm going to go out on a limb here and say yes.Are songs from indie games based on major IPs (like Cadence of Hyrule) allowed, assuming the songs aren't remixes from the source? Because I may swap out Polygon Zone for a Nickelodeon All-Star Brawl song if so.
Noted. I've chosen to remove any direct references to Nickelodeon from the song titles either way,I'm going to go out on a limb here and say yes.
Job 17: Frisk Moveset
I decided to focus on a pacifist-style Frisk, since I suspect Kris from Deltarune will make it onto the roster sooner or later, and they'd probably have a lot more actual attacks to work with.
- Neutral Special: SPARE
- A flash of yellow light is emitted from Frisk, pushing opponents away without doing any damage. While it's a good get-off-me tool, it can also be charged up to extend its radius. At full charge, it can even insta-KO opponents above 150%!
- Forward Special: Flirt
- Frisk points forwards, sending a small heart from their fingertip. Opponents hit by the heart will take miniscule damage, but will also take additional damage from attacks for a short time.
- Back Special: Mother's Love
- Toriel appears to give Frisk a helping hand, sending out five fireballs in an arc, with the space between each fireball growing larger as they fly. The fireballs aren't that strong, but they do cover a fair distance.
- Up Special: Jetpack
- Frisk uses the jetpack function of Alphys' cell phone to quickly boost themself upwards, dealing one strong hit of damage to opponents they hit on the way up. Once the jetpack runs out of fuel, though, Frisk enters freefall.
- Down Special: Inventory
- Frisk has three items in their inventory, being able to cycle through them like Hero's spells. However, each item can only be used once per stock, so be sure to use them wisely!
- Butterscotch Pie: Heals 20%.
- Faded Ribbon: Temporarily increases Frisk's defense.
- Old Tutu: Temporarily increases Frisk's speed and dodging capabilities.
- Guard: Green SOUL
- Frisk's SOUL, now green, appears as the shield from their battle against Undyne appears in front of them. The shield can be moved with the control stick, allowing Frisk to block attacks from all angles. However, the shield cannot reflect projectiles, and it can never completely protect Frisk.
Frisk's moveset is modeled after the one from Smash Bros. Lawl Beatdown, with some inspiration from the Chara mod for Rivals of Aether.
Frisk has two modes that must be chosen between at the beginning of each stock: ACT or FIGHT. ACT mode is weaker but is better at combos, while FIGHT is much more aggresive. Both modes have different specials. It's also worth noting that Frisk's red SOUL is present beside them at all times in battle.
Standard Special: ACT / FIGHT

In ACT mode, Frisk will try to talk to an opponent, or something else to that effect. If someone is standing in front of Frisk, a text window from Undertale will appear above the two describing what Frisk just did and how they reacted ("You complimented Shantae's dancing. She smiles warmly!") This temporarily lowers the amount of damage that opponent's attacks will deal to Frisk specifically. This nerf cannot be stacked, and there's a cooldown between reapplications.

In FIGHT mode, Frisk instead opens up the attack window from Undertale. The white line moves across the oval and stops whenever Frisk uses an attack. Frisk can keep moving while this window is opened, and if they use any attack, its power will be altered depending on the timing with the line. The closer the line is to the center, the stronger the attack will be. This can make Frisk's attacks stronger or weaker, both of which have strategic value. Specifically, however, pressing the special button while the attack window is out fires a projectile resembling the slash attack effect from Undertale, which again has power determined by the timing of the white line.
Forward Special: Yellow SOUL

The only special that remains the same in concept between modes. Frisk's SOUL turns yellow and flips sideways, with the pointed part facing in front of Frisk. When this appears, you can press any attack button to fire projectiles. You can also use the control stick to aim the SOUL up or down. Frisk cancels out of this if they shield or are struck with any attack. ACT mode Frisk has weaker projectiles that travel faster, while FIGHT mode Frisk has stronger projectiles that travel slower.
Back Special: Flirt / Intimidate
In ACT mode, Frisk will summon a text window saying "You flirted with [opponent's name]" This is a lot like the ACT standard special, except instead of lowering attack power, it lowers the enemy's movement speed. This can be stacked with ACT.
In FIGHT mode, Frisk instead temporarily triggers a "scary face" that resembles Chara. This stuns opponents, allowing you to get a followup attack.
Up Special: Jetpack / SOUL Leap

In ACT mode, Frisk's phone transforms into a jetpack and boosts them into the air. It does no damage, but you are free to act afterwards allowing for combo extensions into the air.

In FIGHT mode, Frisk's SOUL turns blue as they leap into the air with lowered gravity. Frisk swings their stick automatically at anyone they come close to.
Down Special: Determination.

In both modes, this move has Frisk place a SAVE point on the ground. In both modes, pressing down special a second time teleports Frisk to the save point, destroying it in the process. You can't place another SAVE point for a few seconds. Opponents can also destroy SAVE Points with their own attacks, or predict a teleport and punish your post-teleport lag.
In ACT mode, the SAVE point slowly heals anyone who stands close enough to it, similarly to the Healing Field item in Smash.
In FIGHT mode, the SAVE Point slowly damages anyone who stands close enough to it.
Frisk is affected by the SAVE Point's effects just as much as anyone else.
Shield: Green SOUL

Frisk's SOUL turns green, and a blue shield forms in front of it. This can only protect Frisk from one direction, but it can be angled and aimed in any direction you'd like. It stops all projectiles, but Frisk has absolutely no reflector options.

Super Move Meter
It would act like PSABR, where you could use Super Moves depending on Levels:
Level 1 - Weaker Super move
Level 2 - Normal Super Move
Level 3 - Strong Super Move
The meter would charge fully 1-3 times depends on how fast you could fill it.
However, it charges faster than in PSABR.
The idea is inspired by Playstation Allstars and I didn't wanted to post a Smash ball-like item, because it would feel like this game is too similar to Smash, so I wanted to post a different thing to make it more unique.

I think this could work; It isn't entirely what I was looking for, but I'll allow it.
Super moves aren't necessarily exactly the same as Final Smashes; They don't have to be big, showstopping attacks, but they should be made with the idea that they are considerably more powerful than the fighter's standard specials in practice. As for voting, they would be voted on in batches (as in all three of your super moves would be considered as one submission when it comes time to vote).When you say three Super Moves, are these meant to be like Final Smashes? And what do you have in mind with having us submit three of them? (would the Super Move be selected before the match from a list of three, or is it something else?)

Disc Gun (Nuclear Throne/Super Crate Box)
This "beloved" gun would shoot a razor sharp disc at a not quite straight angle that damages fighters. It can also ricochet off walls and damage the original fighter.

- Down: A chest appears besides Shovel Knight, with him going to unlock it before Chester springs out, startling him. Chester then goes back inside the chest before it despawns.

- Shovel Knight rummages through a chest before pulling out a large gem.
- Shovel Knight performs a single Shovel Drop on the ground before landing on his feet and posing.

Just in case you can't tell (or just don't know), these alts are meant to reference Papyrus, Alphys, Undyne, Toriel, Sans, Mettaton, and Chara respectively. I should mention that while these alts do in fact change the color of Frisk's SOUL, the special moves that normally change it's color still function the same. But in cases where you're playing as, say, the Undyne alt with the Green SOUL and you shield, Frisk's SOUL will stay green, but it will flash a bit brighter while the shield is out.
HOWEVER! I would like to add eight more for a full 16, based on some additional characters and ideas that weren't around when this art was made.
The second half of alts all reuse the same SOUL colors in order as the first half, except for the final alt, which we'll talk about eventually...
Most of the second half of alts are based on Deltarune characters. If Kris joins the battle later on, we can replace these alts, as they would all probably be better fit for Kris. Anyways, here they are:
