Monika is probably the most ridiculous character I've ever seen request for Smash - and that includes ironic Shrek/Home Depot requests. Like, who plays an existential horror game about a teenage girl discovering the boundaries of her universe and brainwashing her classmates to the point of suicide so she can win someone's heart then says "put it in Smash!"?
If you want a "glitchy fighter", you would have better luck getting Nintendo to acknowledge MissingNo or approve of the Game Genie - because at least those characters don't fly past the lines of good taste in this context.
Also, I think that adding a character created by an ex-PM dev would be more of an insult than anything considering Nintendo have actively tried to indirectly kill that mod and Namco have learned nothing from its popularity.
