You still need to add the items, for reference these are the items, you basically just need to reskin them into something fit for the franchise - no gameplay changes
  1. Oil Tank - gives you a boost forwards
  2. Tacks - can be placed on the track as a trap
  3. Flame Power - Invincibility
  4. Exploding Traffic Light - Timed Bomb
  5. Homing Missile - Tracks down First Place.
  6. Dummy Wheel - Slides across the ground
  7. Speed Bomb - swaps around places of whoever it hits
  8. Ice Crystal - can be thrown as weak but rapid projectiles
  9. Force Field - single-use shied

I'm a little hesitant to allow this character since he wasn't created for the TMNT universe, however the fact he's appeared in almost all TMNT TV adaptations makes me think he should be OK, especially since I highly doubt he'll get his own season or mini-franchise.

Sewer Lair
The home of the turtles and Splinter has you start in their room and racing through the sewers going through different paths and subway tunnels avoiding trains, driving through the murky water lets you go through shortcuts, after all this track can confuse you due to many paths to choose from.

Dimension X (Would look like a mix between the 2012 version and 1987 version)
The dangerous homeworld of the Kraangs and many dangerous creatures waiting to hunt the racers like prey. You'll go through this bizarre pink world with aliens from Rock Soldiers to Ultrom watching the race as you avoid dangers like the giant eyeball and Scatterpillars. You race through Balarphon and Neutrino as well the Penitentiary.

TMNT Track: Technodrome (Music: Technodrome Redux)

I mean, can we really go without a Technodrome submission of some kind? I imagine only a small portion of the track would take place outside the Technodrome, with the interior taking inspiration from many different incarnations of it. Think of it like Bowser's Castle in Mario Kart.

I imagine him having voice lines due to being a mutant.
I'd imagine that the mutagen made a copy of the tissue of the driver.

Said mutagen created a graft which encapsulated neural function of the driver and the car's mechanisms and made them one and the same.

Speed Demon could drive on its own however kept looking for new drivers similar to integrating new software. Using hosts for different driving styles
(It became something resembling Rat Fink style after "eating" Donnie)
