Dixie can be an Echo of Diddy with a different Up Special.
It just can't be taken straight from DK and instead it would just be something that uses the ponytail to fly up.

Then she's not an echo. That animation would have to be done from scratch.

Taunts generally have no function. You also don't have to try and balance them with every possible interaction in the game. And it doesn't just apply to her up B, she'd have to have different tilts, smashes and running normals.
