Everyone always gives Ness the shine or some permutation of it.
If you haven't already, you should consider altering the damage values of his dash attack so the third hit (launcher) does 9% instead of whatever it is in Melee. This is for a few reasons, but the big one is to play around the 7% rule on knocked over opponents.
As a side note, I really wish PK Fire shot sideways in the air rather than diagonal. Didn't see that as one of the listed changes, so I'm gonna assume it didn't happen. It's just lame that a lot of the move's potential utility is weakened because you can't shoot Peach out of her float or Puff out of her bairs with it unless you get into a fairly vulnerable position that you generally don't want to be in. Coupled with the reduced landing lag that you guys suggested, this gives Ness a fairly reasonable way to zone someone and therefore doesn't need to be buffed much more in speed.
I like the changes on his Yo-Yos.
Getting rid of the landing hit on Kirby's dair and making it come out faster does more for him than tweaking the landing hit IMHO. Strictly downwards hitting moves are precious in this game, particularly if they have high duration because they can be used to beat crouch and get free follows off it. I'm interested to see how it's been tweaked though.

I wish you could make the opponent leave the swallow in some amount of stun; the old 2007 Kirby combo of my youth was swallowing Sheik or Falco into u-tilt > bair > SH stolen projectile attacking their landing area > grab > d-throw > more stuff. It was incredibly illegitimate for at least four reasons but it was really fun to do; when people didn't know that swallowing them didn't give them stun the move took on a whole new utility. Would be cool if that was actually a legitimate purpose. Could be his "combo throw" on floaties.
As a general criticism, I like that some of the weaker projectiles (PK Flash, Din's Fire, etc) no longer cause characters to go into specialfall.
