I can see him happening in this pass for a few reasons:
There has been a fan rule that states that every pass must have characters from different companies. This rule has a lot of merit and hasn't been broken yet but then again we only have gotten one full pass so far. The idea behind this rule I believe comes from not wanting one company other than Nintendo from dominating a pass. If we got three Capcom characters in one pass the pass would probably be called the Capcom pass despite them not all being Capcom. If three Capcom characters were planned to be successive DLC, Nintendo would probably just market a new Capcom pass with the three characters. The Fighter Passes are seen and marketed more as grab bags/variety packs. That being said, I think Microsoft falls into a gray area. I believe that we can get both Steve and Master Chief in the same pass and it not destroy the idea of a variety pack especially if he is the 6th character.
As previously stated Banjo and Steve weren't really Microsoft to begin with and don't actually represent Microsoft first. Banjo got in with fan demand and Steve got in by pure merit. Chief doesn't have as much fan demand as Banjo nor the title of best selling video game of all time, but he has something they don't have and that's being both Microsoft's flagship franchise and mascot. It's not as though Chief is lacking in fan demand or merit either. He has a sizable amount of fan demand and has merit in his own right. Halo is arguably one of the games that solidified the modern FPS and is almost synonymous with Xbox-live. Not only that but the Chief is the most iconic out of them making him one of the best FPS reps along side Doomguy. His iconic status has gotten the Chief many references and crossovers—Fortnite being the most recent.
I'm going to quickly mention that Microsoft and Nintendo right now are very chummy which is how Steve and Banjo got in in the first place. Also he's one of the few characters that I think could reasonably match Steve's reveal hype.
Want: 11*7% (77%)
Yeah, I want Chief. Played Halo 1-3+OST and had a blast with my friends. I only have vague ideas on how he would play but I think he would be unique enough and a good addition to Smash. I'm not too familiar with new Halo and haven't played the games in a while. One thing that keeps me from liking him more would probably be fears that his playstyle would be campy and item based. I would probably still have fun with him despite that.
Kratos from Fortnite

I don't have much to say about Kratos compared to Master Chief. The first hurdle to overcome is Sony and that's an almost impossible obstacle to overcome. On top of that, Kratos isn't the only Sony character that would be great for Smash. Sony is untapped potential and so there are so many Sony characters that would compete against Kratos and I'm not going to list them all. His edge over the competition is that he technically is already on the Switch via Fortnite. Even if its due to a crazy series of circumstances, I didn't not expect to see Kratos on a Nintendo console. That still doesn't solve the Sony problem tho.
Want: 80%
Despite not having played a God of War game, I know enough of Kratos to know that he would be awesome. The main reason I want him more than Master Chief is because him getting in would break the Sony wall and open the floodgates. I would be hyped just for that. I'm sure Kratos would have a fast paced and aggressive playstyle and that would be so fun. He has a lot of moveset potential as well with both his axe and his dual blades. Also, Kratos Kirby.
