Wooper can learn Earthquake, Ice Beam, Surf, and then a fourth move (Recover? Slam?). It can also evolve into Quagsire to form a gigantic wall.

Rest of y'all clearly don't know the power of Wooper, or of the power of getting a hand-sewn stuffed animal for your birthday because you asked for one two years ago (as of 2002) and your mom finally finished it in 2004 (I can post picture later if people are interested - I still have it in my closet).

But all your choices aren't convincing me that this isn't the most adorable of Pokémon (with an also adorable evolution):
