This isn't a bad idea at all except that most of the people I know that can do something like this in Berkeley are either A: insanely busy B: not in Berkeley anymore or C: Only want to play Melee.

If youre looking to play Melee, there are two locations:

Daly City, and 408 Area.

But in reality, those on NorCal who are generally capable of running a huge tourney like Brawl more, so tough luck =\
