Another good reason to not ban MK at this event is the fact that he's considered broken (by some) in NA, but regions like EU and Japan don't have a problem with him and (AFAIK) are generally anti-ban. So having all 3 regions at 1 tournament allows us to glean at least some data that gives some weight to one of the following possibilities.
1) The reason MK isn't broken in EU and Japan is because they don't know how to use MK properly. If they did, they'd want him banned too.
2) The reason MK isn't broken in EU and Japan is because they know how to deal with MK and NA doesn't. If NA did, we wouldn't want him banned and he wouldn't be so successful.
In other words, "EU and Japan suck" vs "Get better scrub"
Edit: Of course, this applies to anti-ban regions other than EU and Japan as well.
