I think the issue with the Deadly Six in Sonic Lost World (specifically in their debut in Lost World,) isn’t their simple personalities, or their cartoon oni-like designs that are a bit weird next to everyone else, but rather, the lack of environmental storytelling to demonstrate how dangerous they are.
In any game where Eggman is the main villain, his influence on the world is obvious; in addition to his minions being basically everywhere, he usually has at least one massive factory, playing up the destruction he brings to nature and to everyone else. Even if his boss fights happen to be easy in the particular game, his power overall is hard not to notice.
On the other hand, the Deadly Six don’t have their own minions (they just stole Eggman’s,) they don’t have their own lair (again, they just stole Eggman’s,) and there isn’t really anything in the environment showing what kinds of things they’ve done to whatever civilizations exist or existed on Lost Hex for them to gain their reputation. I’m not even asking for anything huge, here: a few murals in the ruins in Desert Ruins and/or Silent Forest would’ve gone a very long way, you know? So you mostly just have stuff in cutscenes (which is evil, but harder to take seriously within the game’s tone, and not uniquely distinct from what Eggman was doing) and their boss fights, the majority of which are very easy, so they don’t really feel like as much of a threat as they’re supposed to be.
For the record, I think it’s neat that Zavok and Zazz are in Sonic Racing Crossworlds, given that it also has the obvious inclusions that were missing from Team Sonic Racing, so there’s room for them.
