More money or time wouldn't help the fact that the more resources spent on newcomers, the less they can spend on veterans. A year long delay won't be enough to bring back all 11 when they were just planning on 4 more newcomers anyway.

Oh 11 cuts were confirmed, but I'm pretty sure that tier list saying which cuts were/weren't planned was just an unsourced Reddit leak that popped up after 11 cuts was already confirmed.
Even if there are free update characters. they aren't going to be all 11 cut vets. At most I expect Hugh because of how late he was cut, and Shredder because he still has fighter data in the game repurposed as a boss. I think.

It popped up around the same time Ember and Beavers were leaked out. Also around the time the discord server stopped discussing rumors and leaks (aka before it got worse via TKBreezy cause hot damn)

It's a huge mistake to assume that even if this was a AAA game, they'd have the resources to make all 11 cut vets free DLC.

Well even still, they aren't going to bring them all back. Newcomers have to be a thing too in games like these, and Everyone Is Here ain't what every single game in existence is going to do.

Well I am. My example with SSBB would be even worse if I used NASB2 as an example, since its ratio of cuts to newcomers is exactly 1:1.
