To the Backroom Members:

You don't make a tier list based on votes, it will never be accurate that way. Tier list's should be based on match ups for the most part, then on the character's moveset and strategies. That's how the street fighter community makes their tier list, and it makes a lot more sense to do it that way. I know street fighter is a different game, but match ups are match ups, every fighting game has them.

FAIL tier list. I give this tier list a 4 out of 10.

Why is Falco so high with planking legal? Why is Bowser NOT low tier? Why is Ike, a character that has gotten constantly better placement in normal tournaments and wrecks low tier tournaments more than Bowser, below him a whole tier?

I just need to get better with bananas. I mean, Charizard can't take a step in either direction without tripping on one. Squirtle would probably be the best (as usual against higher tiers) if I could get better with the naners, and I'm not sure how I feel 'bout Ivy yet here. Need to play more matches...

I can answer both in a general way.
It is hard for a character to shift that struggles to be noticed.
People are shocked about Zeldas movement, but to me it feels natural, she was a heavy focus in this tier list.
When people look at a character and think, hmm they are better than that (and mind you a lot of people in the BBR would), the hardest part of all is then asking:
Who are they better than? Who should be below them?

Personally I feel both Link and Sheik have more potential in the future. However there is still a lot of scepticism, especially with both not having noticable tournament representation.

Sheik, and recently Link, have had a lot of talkative hype being built for them, but in the eyes of the BBR they are yet to deliver.

You can't look at one match up and have it as a means to affect the whole list. Sheik wrecks fox, she isn't above him because compared to teh cast as a whole he is doing better right now. similar ideologies apply to falco and Bowser in the cases you brought up Flayl

As I have probably said,
Lower tier characters tournament results are hard to make educated/informed decisions by when potentially just ONE tournament result could bump a character up significantly on the character ranking list.

The top half of the tier list happens to closely mirror the character ranking list. Because people of the BBR can make informed decisions based on reasonably consistant data.

Just about anyone below C at this point (and definitely from D down minus a few special cases) do not really have consistant results at all.

BOWSER AND NESS were voted as LOW TIER CHARACTERS in phase one.
They however were noticably a gap ahead of the current F and G tier characters (i.e. Upper Low tier) from the voting and they were bumped into E tier because of this.

Exactly why I have issues with this tier list. It's become a tournament representation more than a character capability list (which is what I always interpreted tier lists to be).
