Well Lucario does have massivly awkward hips.
So they could be baggy fur pants, or a weird Pelvis bone.

I have some crazy proof they may very well be pants after all.
With snapshots from brawl, in fact.

You may have noticed that little tuft of fur above his groin, just the little, meaningless bit of hair.

Well, that little bit of hair actually conceals a "crease" of sorts in his "belt"

Now really, why would this be there if this was part of his body?

His "pants" are the same material/texture as his fur. Same color as the other blue portions of his body, and his shoulders have the same black strips on them.

They're just part of Nintendo's funky character designs. Not pants <.<

Oh, and I want a sandy brown color with blue/purple eye markings.

Or just a fiery red color with white on the tail and underbelly.

Honestly, I'm not sure what else they could do. They could've gotten really creative, though, like with Wario's costumes, which everyone knows are the best in brawl.

Also, Lucario totally bagged on Marowak's style with Bone Rush.

I mean, he doesn't even HAVE a bone. D:

Think of egg groups as a genus. You have the ground-type egg group, which would mean that all ground-type Pokemon are of the same genus. Each specific Pokemon within the ground-type genus is then its own species. Because all of the ground-type Pokemon are within the same genus, it would be theoretically possible for them to produce offspring. Since the world of Pokemon likes making things look insanely different, it would only seem natural that people would find it odd that such different looking creatures could procreate.
