For the people Hugo beat in Mango Juice, he really should be ranked.

Some argue that Larry should be ranked, but he did not beat ranked SoCal players. He did beat Lunin, but under that logic, macD should be ranked too (I dont know how good macD is lol)

as far as being active goes

I suggest you should go to a big tournament every 2 or 3 months to be on the list.

Seems fair. You can stop playing for a while and as long as you place well on the few tournies you do attend, no one will doubt your placement.

Vets on the other hand should receive a placement if they prove themselves in a big tournament. Its far less likely that its a fluke, and they really are better than who they placed

In my opinion, active should mean:

Someone who intends at least one tournament before the update

or

If we had an implication he would stay active, yes.

HugS' implication is that he will be attending Genesis.

Of course the less tourneys someone enters, the less chances they have to prove themselves and the less results they have going for them but each time Hugo or Larry enter Melee, they always place high. So those two should definitely be ranked.

I think that's fair.
