Ah. FazDude FazDude submitted Bandanna Dee so I thought that was allowed. Changed accordingly.
No worries! I probably should've made "No two submissions can have the same thing" clear from the get-go.

Alright, then, let's tally up the submissions.
Vote for your top 3 in order; you can vote for your own submission as the 2nd or 3rd vote. For me:
  1. cashregister9 cashregister9
  2. Perkilator Perkilator (me)

I have an Idea for Classic Mode:
Waluigi's Classic Mode: Most Requested list!
It would focus on Characters, who were Most Requested before:

Fight 1: King K. Rool [Kongo Falls]

Fight 2: Banjo-Kazooie [Spiral Mountain]

Fight 3: Dr. Eggman [Green Hill Zone]

Bonus Game: Same as in other Classic Modes.

Fight 4: Bandana Waddle Dee [Green Greens]

Fight 5: Sora [Hollow Bastion]

Fight 6: Ridley [Frigate Opheon]

Bonus Game: Same as in other Classic Modes.

Bonus Round: Master Hand and Crazy Hand [Final Destination]

Special Moves
B : Serve
; Waluigi serves a tennis ball, with the power and knockback depending on the player’s timing of pressing the B button again. When hit perfectly, it will go the speed of a Soccer Ball and be engulfed in flames (15%, OK knockback); this instantly breaks shields, but can still be countered or reflected

The trailer opens up with gameplay of Dark Samus, Little Mac and Isabelle duking it out on Battlefield. An Assist Trophy appears and the three are fighting over who gets to summon the ally within the Assist Trophy.

Dark Samus gets the latter two out of the way, and as she retrieves it, the summon animation bathes the screen in a white light...and then cuts to a CGI scene where it turns out the AT did nothing except leave an empty base. As Little Mac and Isabelle stare in confusion, Dark Samus stares angrily at the base, only for cartoony stars to appear on the screen right before Dark Samus goes flying off into space, Little Mac gets swatted away by a tennis racket, and the attacker throws empty base, getting Isabelle's attention.

Then a pair of hands clap together and the camera reveals a lanky purple man, who takes a rose out of his mouth and proudly proclaims...

Waluigi
Invites Himself!

The trailer then cuts to gameplay of Waluigi in various situations;
  • Burying Mario, Peach and Luig and then swatting them away to the beat of the song at the start
  • Kicking a fake Assist Trophy cutout off the stage
  • Performing a Whirluigi on Wii Fit Studio
  • Serving a tennis ball on Wuhu Island while Wario throws a Beast Ball
  • Driving his own kart on Figure-8 Circuit and running over several Shy Guys
  • Doing a Swimming Return on Tortimer Island only to be eaten by a shark
  • Putting a golf ball on Moray Towers, from the top all the way to the bottom
  • Performing an Γ pose on Enderman on Minecraft World
  • Ducking under Kazuya's Devil Blaster and swatting him away with a golf club on Cloud Sea of Alrest
  • Performing his Final Smash on Isabelle
SUPER SMASH BROS. ULTIMATE + (Plus)

The last part of the gameplay shows him on the results screen performing a...questionable victory dance, with Isabelle in 2nd, Little Mac in 3rd, and Dark Samus in 4th.

Wherever good books are sold.
Actually, I'm gonna add some stuff to the moveset and throw in a classic mode and reveal trailer.
First off, Waluigi would be able to crawl as his sole special movement option.
Normal Attacks:
  • Jab: Waluigi throws two hooks before throwing a stylish straight kick.
  • Dash Attack: Waluigi springs forwards, only to land on the ground and slide forwards a short distance.
    • This can be seen as an attempt at a soccer goalie's lunge, referencing the Super Mario Strikers games, a reference to Waluigi's trophy animation in Mario Power Tennis, or Waluigi's attempt at performing the infamous Luigi Missile in defiance of his rival. All three could work well for the character.
  • Forward Tilt: Waluigi jabs two of his fingers out in an attempt to poke his opponent in the eyes. Not only can this be seen as a cheap knockoff of Luigi's Forward Smash, but it's fitting for Waluigi.
  • Up Tilt: Waluigi throws a high kick, referencing one he used against Bowser in Mario Party 3.
  • Down Tilt: Waluigi performs a stomp, not too dissimilar from the one he currently uses as an Assist Trophy. Just like King K. Rool's down tilt, it can bury opponents.
  • Forward Smash: Waluigi charges up before swinging a tennis racket forwards. While not particularly powerful, it can reflect projectiles just like Ness' F-Smash.
  • Up Smash: Luigi does a headbutt for his Up Smash, so Waluigi attempts to do so as well. However, his Up Smash has him strike his head upwards while spinning around, kind of like Wario's U-Smash from Brawl.
  • Down Smash: Waluigi performs a breakdance kick, similar to a lot of characters' Down Smashes. This move simply represents Waluigi's love of dance.
Aerial Attacks:
  • Neutral Air: Waluigi sticks his leg out as he swings it around wildly, somewhat referencing the Whirluigi Power Shot from Mario Power Tennis.
  • Forward Air: Waluigi thrusts his leg out while posing for the camera, referencing a trick he pulls off in the Mario Kart games.
  • Back Air: Waluigi throws a nasty roundhouse kick behind himself.
  • Up Air: Waluigi holds up his arms so his silhouette resembles his iconic Γ shape. The tip of the shape is a sweetspot.
  • Down Air: Waluigi performs the Drop Rocket from Super Mario Strikers, descending diagonally in a corkscrew motion. This move can spike opponents during its first few frames.
Grab / Throws:
  • Grab: Waluigi simply grabs his opponent with one hand.
  • Pummel: Waluigi knocks on the opponent's head.
  • Forward Throw: Waluigi lobs the opponent forwards with his tennis racket.
  • Back Throw: Waluigi tosses his opponent behind him before giving them a kick in the rear.
  • Up Throw: Waluigi tosses his opponent into the air before uppercutting them, as if he were hitting a Dice Block from Mario Party.
  • Down Throw: Waluigi tosses his foe to the floor before whacking them with a golf club.
Specials:
Waluigi's specials are where things get REALLY wacky.
  • Netural Special: Serve / Liar Ball
    • If you simply press the special button, Waluigi tosses a tennis ball into the air. While the ball is airborne, hitting any button will cause Waluigi to swing his racket, being able to serve the ball in different arcs depending on your timing. The closer the ball is to the center of the racket, the more speed and power the ball will gain. After serving it, the ball becomes capable of damaging opponents and bouncing off most surfaces, only despawning once it goes off-stage, Waluigi gets KO'd, or after some time.
    • If you hold the button, the move changes into the Liar Ball, inspired by Waluigi's Star Skill from Mario Superstar Baseball. While Waluigi serving this special ball works in the same way as the normal ball, it will not bounce at all. Instead, upon contact with anything, the ball suddenly expands into a poisonous cloud, similar to Piranha Plant's Side Special.
    • If you use the Neutral Special while either ball is out, Waluigi performs a faster, but much weaker version of his F-Smash, perfect for returning served balls.
  • Side Special: Swimming Return
    • Waluigi performs five breaststrokes in the air, being able to turn in any 90 degree angle inbetween strokes. In essence, it's a weaker, slower version of Sora's Sonic Blade without the lock-on functionality. However, Waluigi can also cancel the move at any time between strokes with an aerial or jump, giving him some mix-up potential.
    • This move is inspired by Waluigi's Defensive Power Shot in Mario Power Tennis.
  • Up Special: Whirluigi
    • Waluigi performs his Offensive Power Shot from Mario Power Tennis, tucking his leg behind his back and spinning. While spinning, he can ascend upwards in a curved trajectory before entering freefall. While it isn't the best recovery option, it can hit the opponent multiple times. In addition, it can also reflect projectiles as a nod to the move's original purpose.
  • Down Special: Dice Block
    • Waluigi, being the cheater that he is, attempts to rig the odds in his favor with the help of a Dice Block from Mario Party. After a short wind-up, he hits the block above his head, after which a number between 1 and 10 will appear, determining the outcome of the move much like Mr. Game & Watch's Judge. However, there is a short cooldown inbetween hitting the block and being able to use it again.
      • 1 - Waluigi is put into a dizzy state.
      • 2 - Waluigi is made tiny, as if he were hit by a Poison Mushroom.
      • 3 - Nothing happens at all.
      • 4 - Waluigi has recoil damage applied to him.
      • 5 - Waluigi gains a Timer effect, slowing him down.
      • 6 - Waluigi gains a Green Shell.
      • 7 - Waluigi gains a Blue Shell.
      • 8 - Waluigi turns giant, as if he recieved a Super Mushroom.
      • 9 - Waluigi's mobility is increased for a short period.
      • 10 - Waluigi becomes invincible.
  • Final Smash: Zone Speed
    • Waluigi creates a purple field of energy around himself, slowing opponents who get caught in it to a crawl. Once this is done, he begins lobbing tennis balls into the field at a rapid pace, racking up damage. Eventually, he takes out a Bob-Omb and lobs it in, causing it to explode and launch the trapped opponents as the field vanishes.
    • This move is inspired by the Zone Speed mechanic from Mario Tennis Aces.
Animations / Cosmetics
  • Alts.
  • Stage Intro
    • Waluigi rides in on the Standard Kart from the Mario Kart games, paralleling Wario's entrance animation.
  • Idle Animations
    • Default Stance: Waluigi swings his arms in a similar manner to his idle stance as an Assist Trophy.
    • Waluigi twirls his moustache.
    • Waluigi points forwards before beckoning the opponent.
  • Movement Animations
    • Walk: Waluigi walks forwards with an animation which resembles his walk in the opening cutscene of Mario Tennis (albeit sped up a bit).
    • Dash: Waluigi retains his dashing animation from his time as an Assist Trophy.
    • Jump: Waluigi imitates Luigi's initial jumping animation for his first jump, but then performs a frog-legged jump for his double jump.
  • Taunts
    • Up: Waluigi cackles.
    • Side: Waluigi pulls out a rose before throwing it forwards. This move can deal miniscule non-flinching damage.
    • Down: Waluigi performs the crotch chop from Mario Strikers Charged (vulgar, yes, but iconic to his character) while spouting a random line which either praises himself or mocking his opponents.
  • Victory Animations
    • Waluigi tosses a rose into the air before spinning around and posing, catching the rose in his mouth. This is a mixture of his eagle animation from Mario Golf: World Tour and his first-place animation from Super Mario Party and Mario Party Superstars.
    • Waluigi points and laughs at the camera, being a parallel to one of Wario's victory animations.
    • Waluigi moonwalks into view before performing a pose.
  • Misc. Animations
  • Misc. Details
    • Icon: The Mario series icon.
    • Boxing Ring Title: The Tennis Menace
    • Kirby Hat: Kirby gains Waluigi's cap and access to both Serve and Liar Ball.
    • Victory Theme: An excerpt of Waluigi Pinball from Mario Kart DS (which Super Smash Flash 2 does quite well).
Waluigi battles opponents who are known for foul play and/or dishonesty.
  • Round 1: Vs. Wario on WarioWare Inc.
  • Round 2: Vs. Incineroar on Boxing Ring
  • Round 3: Vs. Ganondorf on Temple (Battlefield form)
  • Round 4: Vs. Wolf on Venom
  • Round 5: Vs. Ridley on Norfair
  • Round 6: Vs. Luigi on Luigi's Mansion
  • Bonus Game
  • Boss: Crazy Hand (Master Hand joins if difficulty is above 7.0)
The trailer is a "sequel" of sorts to Sora's trailer from Smash Ultimate, beginning with a group of characters watching the flaming Smash logo. However, something falls from the logo before catching itself and rising into the air - It's a Star from the Mario series! The Star flies above the crowd, with everyone looking upon it in awe.

Eventually, it approaches its target - A lone Assist Trophy, placed far away from the Smashers. The Star then enters the trophy, causing it to glow brightly before bursting open. The camera cuts to the group watching as a figure rises out of the trophy, prompting expressions of surprise and/or disgust. The camera then cuts to the newcomer readjusting his purple cap as a crooked smile appears on his mustachoied face before taking his battle stance, prompting his splash text to appear; Waluigi Gets His Shot!

Following the gameplay montage and the appearance of the game's logo, the iconic shot of Mario and Sora shaking hands is recreated, with Waluigi replacing the keyblade wielder and giving Mario a nasty shock via a joy buzzer, laughing all the while.

I don't think this is as good of an idea of the last two Classic Modes, but I'll submit it anyway, as I don't have much in mind for a moveset or a reveal trailer.

The mode is called "Rejection No More!" and focuses on characters that were explicitly rejected from previous games before Sakurai changed his mind on their inclusion (characters like Ridley and Villager apply here) or were passed over and never made it in. I'm not including characters that were cut due to time or limitations, as that would be too easy. The credits theme is Waluigi's Island from Mario Party 3.

RoundOpponentStageNotes
1:ultbanjokazooie:Spiral MountainBecause of copyright issues with Rare, Sakurai stated that Banjo-Kazooie would've been impossible for Melee
2:ultkirby:(red alt)
:ultlittlemac:(blue alt)
Balloon FighterNumerous retro characters, including Bubbles (represented by Kirby), Urban Champion (represented by Little Mac), and Balloon Fighter (hence the stage) were considered for Melee
3:ultvillager:
:ultridley:
:ultpacman:
Living RoomThree characters, who Sakurai initially couldn't envision being playable, that were passed on for Brawl that made it into later entries; Living Room is the stage, as Nintendog was also rejected
4:ultsquirtle:(giant)
:ultgunner:(dressed as Geno)
:ps2:Two characters considered for Brawl that have never made it in, with the opponents fought in this round being the closest they've been to being fully playable
5:ultchrom:
:ultswordfighter:(dressed as Takamaru)
Arena FeroxTwo swordfighters that were considered for Smash 4, only to be implemented in supporting roles (Robin's Final Smash before becoming playable and an Assist Trophy); Takamaru was also considered for Melee, but Sakurai thought about him again for this game
6:ultbrawler:(dressed as Ninjara)
:ultbrawler:(dressed as Heihachi)
Mishima DojoFighting game characters that were considered as DLC for Ultimate (plus Smash 4 for Heihachi), but were replaced by other characters
Final RoundGalleomThe Ruined HallThough not really character related, Sakurai didn't want to make an Adventure Mode for Smash 4, but created World of Light for Ultimate

I forgot to add a bonus round, but it would go between the last two rounds.

Since Oddball Oddball submitted unique costumes as an option, I'll do something similar:
  • Default
  • Tennis Waluigi
  • Strikers Waluigi
  • Dr. Waluigi
  • Bus Driver Waluigi
  • Vampire Waluigi
  • Boxing Gloves (G&W Gallery 4)
  • N64/low poly Waluigi

My reveal trailer for Bandanna Dee:

Best Friends Forever!

[Cross Flair Intro]

The Trailer starts with Kirby, King DDD and Meta Knight going through Green Greens forest on Planet Popstar and they get started to be attacks by enemies from Kirby.
Kirby was swallowing Waddle Dees, Meta Knight was slashing Waddle Doos and DeDeDe was Smashing Bronto Burts with his Hammer and then, something in bush was moving and Kirby tried to check it, but there wasn't anything until they found an Invitation deep in the Forest and Kirby grabbed the Invitation and gave to someone who stood in front of Kirby, revealing itself as...

Bandana Waddle Dee comes for help!

Now, it shows his Gameplay footage how he works and etc. and it shows his Home Stage.

In Mid-CGI portion, when Smash Character became Corrupted again, Kirby and Trio encountered them and Bandana Waddle Dee rushed straight at them, attacking with his Spear and Umbrella, knocking away their corruption and he saved everyone, while Kirby and Co. saw it and they were happy.

Later, it cuts to small portion of Gameplay how he fights with everyone, beating up Smashers.
Next, it cuts to his Final Smash, where he sends everyone to cutscene and does his Megaton Punch, which he punches ground and defeats Foes instantly, ending his FS.

After showcasing Bandana Dee, the White Background shows SSBU + crossing with Kirby:
Super Smash Bros. Ultimate + X Kirby

In Post-Credits scene, Kirby and Co. were eating Apples under Whispy Woods while they sang Apple Juice song from Kirby.

The Trailer always ends as always.

The trailer begins with Kirby and Meta Knight fighting in the King Dedede's throne room while Dedede eats popcorn in anticipation. Throughout the fight, Meta Knight advances torwards Kirby with a Drill Rush, but Kirby dodges out of the way with a Warp Star. Kirby crashes the Warp Star onto the ground, woth Meta Knight having vanished...only for Meta Knight to appear and ambush Kirby with his Dimensional Cape. Kirby is sent flying around the throne room as King Dedede laughs hysterically. Kirby tumbles onto the floor and falls flat on his face, and Meta Knight lays down his sword in satisfaction, but then a single noise can be heard inside a crowd of Waddle Dees. One of them rushes towards the stage, and everyone recognizes him.

Bandana Waddle Dee
Lends a Helping Hand!

The trailer then cuts to gameplay of BWD in lots of different scenarios, like:
  • Spinning his spear like a helicopter and flying throughout 3D Land
  • Throwing spears at each Villager's balloons on Town and City
  • Using Gale Thrust against Marth on Temple Ω and the former prevailing
  • Pulling combos on Meta Knight in Castle Siege's interior
The trailer then switches back to CGI, with BWD and Meta Knight fiercely clashing their weapons throughout the fight. BWD finds an opening, disarms Meta Knight's Galaxia and disorients him with a Multispear Thrust. After launching Meta Knight, BWD comes to Kirby's aid by giving him a kiss. Enraged, King Dedede jumps high into the air to try and squish the two. However, Dedede looks around and finds they're missing. After looking up, Dedede discovers that BWD switched to a parasol and flew himself and Kirby out of the way. BWD dives towards the ground with his parasol, and the trailer switches back to gameplay of:
  • BWD using different Parasol attacks on Dedede, finishing with a Parasol Shield to reflect a Gordo
  • BWD using an Aqua Shot on Fox before he can use a Fire Fox
  • BWD floating down with a Parasol Drift alongside Peach and Daisy
  • The camera zooming towards BWD's HUD, and then focusing on the Dee as he switches weapons
  • BWD performing various techniques in between weapon switching
The gameplay ends with BWD grabbing a Smash Ball and zipping towards Dedede and Meta Knight, both of which are taken into a scene emulating the Megaton Punch minigame; BWD comes dropping down from the sky and punches a fissure into the ground strong enough to break Pop Star in two.

SUPER SMASH BROS. ULTIMATE + (Plus)

The trailer then ends with a CGI scene of BWD and Kirby jumping with joy while Dedede lies on the ground Dededazed and Meta Knight's broken mask snaps in two in the background, after which he teleports away.

I'm only going to do a moveset this time around - My Kirby knowledge is somewhat lacking.

(BTW, I accidently sent this moveset prematurely; Everything's there now, but you may wanna double check it in case you caught in when I was in the middle of editing.)
Bandanna Waddle Dee (henceforth known as B.D. for the sake of length) can jump twice in the air.
Normal Attacks:
  • Jab: Two spear swings followed by a stab. If you use the rapid-jab, B.D. rapidly stabs forwards (resembling Ridley's rapid jab) in reference to the Multispear Thrust from Kirby Star Allies.
  • Dash Attack: B.D. uses the Ground Thrust from Kirby Star Allies, stabbing his spear into the ground to perform a short leap forwards.
  • Forward Tilt: B.D. simply stabs his spear forwards.
  • Up Tilt: B.D. stabs his spear into the air, resembling the Skyward Thrust from Kirby's Return to Dream Land.
  • Down Tilt: B.D. performs a sliding kick, resembling Kirby's slide kick from Kirby's Adventure (although B.D. himself has used it on occasion).
  • Forward Smash: B.D. makes use of the Beam Rod and lashes it forwards for a long-range attack. Much like Palutena's Forward Smash, charging the move increases its range.
  • Up Smash: B.D. takes out a parasol and releases a watery burst from it.
  • Down Smash: B.D. stabs his spear into the ground and swings around it.
Aerial Attacks:
  • Neutral Air: B.D. spins his spear in a manner similar to that of Palutena's Neutral Air.
  • Forward Air: B.D. strikes forwards with his spear.
  • Back Air: B.D. strikes behind himself with his spear, resembling the Back Thrust from Kirby's Return to Dream Land.
  • Up Air: B.D. takes out a parasol and spins it over his head, dealing multiple hits of damage before launching the opponent.
  • Down Air: B.D. uses the Moon Drop from Kirby's Return to Dream Land, which acts as a stall-and-fall move using his spear.
Grab / Throws:
  • Grab: B.D. grabs with one arm, resembling his grab from Kirby Fighters 2.
  • Pummel: B.D. headbutts the opponent.
  • Forward Throw: B.D. swats the opponent away with his spear, somewhat resembling his throwing animation from Kirby Fighters 2.
  • Back Throw: B.D. suplexes the opponent, throwing them backwards.
  • Up Throw: B.D. uses the Circus Throw, spinning the opponent on his parasol before launching them upwards.
  • Down Throw: B.D. throws the opponent to the ground and punches them, sending them away. This throw references the Megaton Punch minigame from Kirby Super Star.
Specials:
  • Neutral Special: Waddle Spear Throw
    • B.D. throws a spear forwards in an arc. The spear is somewhat slow for a projectile, but deals above average damage and pierces through opponents.
    • This move can also be charged, and B.D. can slowly walk and perform a single jump while charging. A full charge enables B.D. to throw three spears at once, using the Waddle Triple Throw from Kirby's Return to Dream Land.
  • Side Special: Aqua Shot
    • B.D. sends a water bubble forwards with his parasol. The bubble deals no damage, but pushes opponents away as it flies.
  • Up Special: Waddle Copter
    • B.D. spins his spear above himself to act as a makeshift helicopter. While it doesn't have the same amount of control as similar Up Specials (such as King K. Rool's), it does deal more damage upon contact with the spear itself.
  • Down Special: Megaton Punch
    • B.D. readies his fist as a sliding meter appears over his head. Pressing the special button will have B.D. slam his fist into the ground, creating a shockwave. The size and power of the shockwave depends on how close the slider was to the center of the bar; When timed perfectly, the move triggers Special Zoom and can KO pretty early.
  • Final Smash: Waddle Dee Army
    • B.D. reuses King Dedede's old Final Smash from Brawl, calling many other Waddle Dees to his aid. The Waddle Dees come in three varieties;
      • Basic: No weapon, and act pretty much the same as King Dedede's version of the move.
      • Beam: Strike forwards with a beam soon after spawning, dealing multiple hits of damage.
      • Parasol: Slowly fly around in the air, ramming into airborne opponents.
Animations / Cosmetics:
  • Alts.
    • 1: B.D.'s standard appearance.
    • 2: B.D. gains a yellow color scheme, referencing his P2 appearance.
    • 3: B.D. gains a blue color scheme, referencing his P3 appearance.
    • 4: B.D. gains a green color scheme, referencing his P4 appearance.
    • 5: B.D. gains a color scheme resembling that of Knuckle Joe.
    • 6: B.D. gains a pink color scheme, resembling that of Kirby.
    • 7: B.D. gains a red/blue color scheme, referencing King Dedede.
    • 8: B.D. gains a monochrome color scheme to match that of Kirby and King Dedede.
  • Stage Intro
    • B.D. floats onto the stage with the Spear Copter.
  • Idle Animations
    • Default: B.D. swings his arms with his spear in hand.
    • B.D. admires his spear.
    • B.D. stretches.
  • Movement Animations
    • Walk: B.D. casually strolls forwards.
    • Dash: B.D. runs forwards with his arms behind his back.
    • Jump: B.D. does a hop into the air, performing a somersault for his two midair jumps.
  • Taunts
    • Up: B.D. turns to the camera and waves with both arms.
    • Side: B.D. poses with a Friend Heart from Kirby Star Allies.
    • Down: B.D. stabs his spear into the ground and poses.
  • Victory Animations
    • B.D. excitedly waves around, referencing his victory animation from Megaton Punch.
    • B.D. spins his spear around before posing.
    • B.D. performs his own version of the Kirby Dance before posing.
