If you've got money, take her out to a nice, expensive dinner at some high class place.

If not, then how about a simple trip to an out of the way place just for some alone time? Pack up a picnic or something. Be sure to bring chocolate for dessert. A beach, or park or whatever.

If she's a "stay at home" kind of girl, then cook her something. Even if you fail at cooking, it's the thought that counts and I know she'd appreciate it.

Aha. Yeah, I agree with the picnic. The paddle boat sounds like a nice idea, or maybe to the amusement park. But it's also really hot. Hopefully the day you do go it'll be a cooler day because you don't want to go paddle boating yet you two are sweating like dogs and it gets uncomfortable.
If not, try and do something inside. Do the classic, dinner, movies, and maybe a walk at the park during the night. Inside skating rinks, arcades (? I guess if she's into games.), go see attractions in MD/VA (whatever there are?), yeah if she likes sushi take her to a Japanese restaurant where they make things in front of you, or stay at home and make dinner together and watch a movie at home.

Here's the deal, you don't need to buy a woman's attention... cause that's what all these people are telling you to do. Instead of shelling out $60 for a nice dinner, make dinner for her. Do something that shows you thought about her, and make it personal. It depends what you want out of the relationship too, so I can't really just throw ideas at you and hope you pick one

Women are also incredibly stupid when it comes to romance. One time I called a girl and told her to meet me at my place for dinner. About 2 hours before she was going to come over I noticed I didn't have everything I needed, so I called her and told her to go to the store and pick up a bottle of wine (which saved me the trouble of having something she liked). She came up to the door, I took the bottle of wine, poured a couple glasses, pulled out a plate of grapes / fruit, motioned her to come to follow me, went to the couch, hit play on the dvd, and we sat and watched princess bride (one of her favorite movies) while drinking wine and eating fruit (be creative here ;o) and the night went well from there. She said it was the most romantic night she ever had.... no idea why.
