U see the thing is, Fox is only so powerful BECAUSE of the shine, if U can use the shine perfectly, theres no need to practice the other moves cause u mastered it, u just SHINE SHINE SHINE SHINE-SPIKE 1 stock less for the oponent, whats the fun it that? Besides sakurai himself said hes gonna remake all the characters from zero, thus Im sure he knows about the shine and its overpowering abilities, and nerf it, give it uncancelable lag and the shine wont be useful...
Contrary to your unsupported assumption,you really don't know much about Fox.
The shine is a great tool when utilized to it's full potential,but the shine isn't what makes Fox 100% destructive.Most of Foxes advantages are based on the character himself ratherthan one tool that you can utilize.Here are some examples.
1.His strong aerials such as Nair,Bair,Dair,and Uair.His Nair and Bair have great range,and his Uair has alot of stun,leaving your opponents open for some time.
2.His mobility that allows him to travel across platforms with ease.This can allow him to mix up his aerials off platforms.
3.His tech chasing ability which allows his to follow up with grabs or smashes.
4.His edge game that allows him to keep his opponenets in check,even if your opponent were to illusion on stage.(Not including shine spike)
5.His tilts which allow for great combo starters and edge gaurding.
Stryks,have you ever even watched a professional Fox player recently?If you would notice,Fox's don't go shine crazy for no reason as you stated.And the whole"If you master the shine,you master Fox"bit is nothing short of rediculous.Fox requieres great finger dexterity and knowledge in his match ups.
Mastering a character can only come from knowing a characters strategic values.Abusing one technique can only get you so far in a tournament if you don't make smart decisions.The shine versatility can only allow you to do so much,and it's often abused by the worse people.There are several other opportunities that are much more reliable than using shine happy techniques(Sorry,unless you're Korean DJ,you're not going to land that shine spike easily):
-Bair or D-smash at edge>>>Shine Spike
-Nair to Shine>>>Drill shine
-Waveshine to Grab or U-smash>>>Multiple Waveshines.
That fancy crap is completely useless in a tournament,but it seems like everyone one on the anti-Fox band waggon seems to think that's what makes him such a geat character.I call this "The Shined Blined Movement".
On a side note,all of that Fancy crap can only work on a hand full of characters.A majority of players also know that you can DI away from the shine(Marth players utilize this,even though it won't work on certain characters such as Link).
Most players now have even been able to beat Fox's/Shiek's with ease because they study the match ups.Looking at the recent matches and rankings,some Shiek's and Fox's have been on a decline and Falco has been going up(whome is actually worse to fight than Fox).Fox and Shiek are also an even match up even though he has the shine because she has certain priorities over Fox in her match ups.
I'm sorry to say this,but your arguments on Fox's cheapness via the shine is invalid,because you obviously don't know that much about Fox other than what you see

Fox's shine is good to use against and opponent to gain some ground,but it's only great in specific matches,and I have no doubt in my mind that people are aware of them.You really don't know much about Fox.
I know there are people there that use fox professionally and dont use much of the shine, but more than half the fox players do, u just here the word "fox player" and u automatically think of the shine...
Its gonna happen even if fox players get pissed off...
I doubt they would destroy the reflector just for the part of it that does minor damage.
