@Shortie: Trying to word this right, bear with me.
When a character is playable in Smash, there's a certain... mainstream factor, I guess, that propels them to be strongly associated with a series. It also has that effect on the series' relation to Nintendo as a whole like with Mother or Fire Emblem. Guess you could call it "self-fulfilled popularity," since all it takes is for a character to appear in Smash for people to suddenly treat that character or series very seriously. Sheik and Jiggs are pretty good examples of this.
I don't know if that necessarily applies to Falco here because I've only played the SNES and 64 games, but even if his role in any new games (past the 3DS remake of course) were to be lesser than Krystal's, the public perception that Falco is Fox's right-hand man probably wouldn't change. Certainly not between each Smash Bros game given the infrequency of the series itself, anyway.
And yeah it is worth mentioning that Krystal herself is a rather polarizing character, what with her design and connections towards the less popular Star Fox games.
