As much as I hate to say it, Brawl -is- much more unbalanced than Melee; the likes of MK and Snake are far better than the likes of Fox, Shiek, Luigi, etc.
You may say that it's just the case of those characters having not unlocked their potential yet, but let's put it like this: I've been using Yoshi for 8-9 years (and my Yoshi isn't exactly easy to beat) but within about five days, my MK has already matched how good my Yoshi is, and will probably improve beyond.
Is that balanced? No, because Metaknight is
better than Yoshi will (unfortunately

) ever be.
Which brings us to the whole point of Brawl+ and the idea of balancing the tier lists to bring a more balanced gameplay. You may ask why Nintendo didn't balance the tier list before - the simple answer is that they weren't aware of the potential of each character when in the use of very dedicated (and sometimes plain bored) gaming professionals. Obviously Nintendo intended the tier list to be balanced on Brawl but evidently they didn't realise that people would discover tricks and glitches that weren't intended, such as Yoshi's chaingrab and MK's infinite cape glitch.
Whilst that's my opinion, your opinion is equally valid and I have to respect that, but I've tried to see the Brawl character list as a balanced, single tier and unfortunately it's not the case.
