I was thinking random since Pikmin aren't on a player for long in the first place(since the Pikmin are damaging them) and as you said, some characters have good air attacks. Maybe it could be within a certain hit-range like every 2-5 hits from a Winged Pikmin so that it's in a predictable range, but it's not entirely predictable.
I understand that RNG can be brutal sometimes, but since the Pikmin aren't on for long since the players are trying to get them off, I don't think it should be easy to predict when it will happen.
That's fully understandable - there are several RNG elements that work on that principle (
's Judge has a 1/9 chance of getting a 9, for example*). And yeah, honestly, I do think that would be fair since Winged Pikmin who are latched would have a unique thing to them without being overbearing.

In addition, if the player is the lowest-ranked player in a match (has fewer stocks or points than any other player), there is a 50% chance of getting a 9 in the last 5 seconds of the match, though this will not bypass the inability to get the same number twice in a row. If this 50% check doesn't succeed, the standard roll will occur, which may result in a 9 regardless, making the effective likelyhood of getting a 9 roughly 56%.
The madman Sakurai tucked that thing in because this is a children's party fighting game. I'm in awe that this sneaky lad would do this. I approve.
As for the Ninten discussion, my, well I don't have that many cents to offer since I never played Mother 1:
I'm kinda ambivalent on the guy. On one hand, Ness is for all practical intents and purposes him and will likely continue to be a mainstay in Smash, so he's in that really awkward spot where his successor represents him... maybe? Also, since there's a whole lot of Mother / Earthbound characters one could also look at them instead if one wanted a fully fledged newcomer. That's not to say Ninten couldn't have a more original design, but he's has some rough competition.
That said: OTOH Smash has frequently had situations where the developers are strapped for time (all 5 games have had last minute (semi)clones) and one could make a case for him there. This is not to say he would need to be a (semi)clone, but his exactly same bodytype to Ness lends itself to him being easy to kickstart development for. If Sakurai wanted to throw in some Mother 1 jank into his moveset, well, nothing stopping him. And Ninten might wind up pretty interesting despite his personality being "Standard 80s RPG Hero".
While I'm not gonna go around expecting a third Mother character anytime soon (and if anything I lean towards Porky being the likliest for a possible Smash 6 onwards base game addition) I don't think Ninten's entirely out of it.
In general, while I do appreciate the creativity of people imagining Echoes for much of the roster, many characters aren't really in need for them. Even as someone who would love to see more DKC elements in Smash, getting likes of Funky Kong as a DK echo really wouldn't feel all that exciting to me. Some fighters the idea is ideal for, and many others it isn't.
If anything, I'd like to see some changes to the existing Echoes, but that's been talked about pretty often. I will say though that Chrom and Lucina are - IMHO - good in this context because there's a gameplay-related reason to pick them over Roy and Marth*. One only picks Daisy / Richter if one prefers their character, which is a shame because they could've been different (even if only in terms of stats). And that's something I'd like to see changed in the future.
