If you play casually, you really don't care how good you're character is, just how much fun you have with them. If you're asking what the tier list would look like if items and final smashes were added to the mix then that's a different story altogether. This is what I think it would be:

*based on final smash strength, ease to land the attack or kill with it, rank in offical tier list, attack range with certain items, ability to absorb/reflect/avoid certain item attacks, speed to obtain items, overall weaknesses to items in general (example, raygun + Ike= dead), ability to stay alive long periods of time in item hectic fights, etc*

But seriously, there is no point in a casual tier list; it's just arbitrary.

EDIT: Arbitrary was a poor word to use. There is some reasoning behind it, but the point of casual play is, in essence, not competitive, hence no need for a tier list.
