I agree. I also think this heavy hitstun reduction was a late addition to development. Both the Brawl+ and Project M developers said that Captain Falcon and Jigglypuff just worked with hitstun. They took very little tweaking after that. The same was said for other characters who should be comboing, but aren't such as Mario, Luigi, Ganon, and Sheik.
