Inactivity will happen between Alabama coming to Georgia Tourneys just as much as between Georgia coming to Georgia Tourneys. We have seen Kismet2, Elev8, Reflex, and others enter Georgia tournaments during the school year just as much (if not MORE regularly) than regular Georgia players. You seem to be ignoring that. Inactivity is going to be obvious during the school year, however it happens to both groups. Because of that should we just not have a PR at all? I mean we're missing out on active GA players because of school so we shouldn't do a GA PR either.

The answer to that is obviously "why is that relevant"
In a regular PR, even with Activity going down the drain, the PR just changes accordingly. If Alabama doesn't show up to the designated tournaments, they won't be on the PR, there's nothing wrong with that. It would still be a GA/AL PR merged, they just didn't enter enough tourneys to have their part of the community included. If they agree to this there shouldn't' be a problem here.
Alabama doesn't have a common venue besides for auburn which is a rare tournament for us to worry about. So it's mostly a matter of them coming to us, which did they last school year, AND the year before that.
I still don't get what you're trying to say here.
Your logic would imply that we wait to see if we have GA players comings to tournaments, and if they don't we should just not have the PR during that season, we wouldnt' do that regularly, why would we do that for merged?
