I prefer to have a new account that's linked to my email, but only one account is allowed per email.

Have you tried changing the email address of your current account?
I'm not sure if temporary email addresses (things like 10minutemail) are permitted, but that's one possible solution if they do.
Remember that you can't go back to your old account if you register a new one, as you're only allowed to maintain one account at any time.

It may be related to post count, or disabled by some board-specific setting. Instead, try uploading the image to a site such as http://imgur.com/ and embed it with the [img] tag.

@ Moydow , correct me if I'm wrong, but I think the only way this is possible is if you just erase your signature.

There's an option in Preferences to disable all signatures from appearing to you, but to stop your own signature appearing for all users, the only way is to blank it.

Every time I click to a new page, the screen loads, then like 2-3 seconds will shift downwards, often making me click the wrong thing when I'm trying to navigate to, say, the character-specific forum I want to visit. Get a faster connection.

Seriously though, this is usually caused by images loading slowly, and when they eventually load, they move the text content around (usually downwards) to make room. Only way to fix that is to get a faster internet connection, so the content loads faster (that, or the site's just being slow, in which case you can't do much).
