The man didn’t include him because he thought he wouldn’t be unique despite being the protagonist of Fire Emblem’s biggest game and went with Robin. Ever since Brawl, moveset was NOT an afterthought and is an important aspect for why a character gets chosen.
Inkling, Simon, and King K. Rool have playstayles that are unique to them and are in their own archetype. Ridley is a character that has a much more sadistic personality that already stands out from the cast to allow him more guresome looking moves. Isabelle, although a semi-clone, still has unique moves that have her stand out like her fishing rod and Lloyd rocket, not to mention her whole moveset is generally out of the ordinary. Plus, Wii Fit Trainer is very unique in the sense that she uses an erratic moveset.
Sure some characters like Ridley and maybe King K. Rool were chosen since they were popular, but they still have defining traits that are unique to them and them only. The moveset and how a charcater would play IS part of the selection process and why some characters have a higher chance than others. But to say that it isn’t is being oblivious to the one thing Sakurai mentions several times when it comes to the newcomers these days. (Not to say Banjo can’t be unique).
