Considering that Sakurai emphasized that Ridley was extremely difficult to implement; I wouldn't be surprised if that character ate away a lot of development time. Smash Ultimate project plan was completed in December, 2015. Smash 5 was announced in the beginning of March and the only new (unique) fighter that has been unveiled since then is Ridley and Sakurai mentioned not to expect that many newcomers. There's around 5 months give or take before Smash Ultimate is released which makes me believe there are fewer newcomers (5 more??) this time around in the base game. Unless Sakurai decides to show off multiple characters a month (very possible) or to have hidden characters in the game (possible), I believe there will be 5-7 ish newcomers.
I just want DLC custom skins.
Edit: Also developing anything game-related takes a ton of effort to pull off when you want top-notch quality. It's tough work; especially when you want something to feel a certain way.
Edit2: It appears December 2015 was when his first proposal was completed. Point still stands that it's unusual to only have Ridley unveiled with only 5 months to go.
