@ Robert's walls of text: I'm not putting "hype matches" ahead of balance. I will only consider shooting for hype matches if I have a situation where a group of players is interchangeable between a few spots in pools. If it doesn't matter which ones go where, why not arrange them in a way that allows for pairings that for whatever reason are more hyped up? All it really does is add to the tournament experience. IDK where this notion that I'd be breaking stuff to force certain match-ups is coming from. The reason I made the mock pools in the first place was to simulate how I would make the pools the day of the tournament to identify any weaknesses in my system to ensure that they would be as balanced as possible when it matters. If it generated hype, that was a great side effect, much like how seeding by region has the side effect of matching up plenty of hype-worthy pairings.

I could take the top 8 and place them all in separate pools, then 9-16 for the next "layer" of players, and so forth until I went through everybody, then separate by region after that. The problem with this though is that, of course, we have no objective way of ranking everybody. Fortunately, we do have a very reliable method of categorization of players; sorting by region. That's another reason I use regional separation as a base; it is inherently less biased than starting with a pre-conceived subjective skill ranking. I group players of comparable skill within their regions together, and that is where I allow for swaps, to account for any seeding issues not already covered. These can include things such as avoiding friends having to play each other, separating housing groups/carpools, or simply creating hype matches (this has bottom priority), or it can simply be done to create more balanced-looking pools in some cases (though I have to be aware of bias in this case). I've worked through these kinks in my mock up pools, and I have dealt with these issues at every other tournament I've run in the past (albeit in smaller scale).
