She's Tomoko from Watamote (Something Something It's Not My Fault I'm Not Popular When You Think About It in English). The manga's been quite popular for a while (/a/ revolved around it for a while) but the anime just dropped like a month ago so Watamote's gained a more popularity after that release. It's a pretty funny show (and relatable at times) even though it's total moe bait.
