keep in mind that this strategy is a last resort. the unicorn peoples have much useful magic to offer in service of their pegasus overlords, and their preservation is ideal.

except the hearth's warming eve episode showed that even unicorns are helpless and can't grow food during a winter storm despite their magic

and i'm pretty sure that pegasi could control the whole sky by moving cloudsdale or building another city wherever the unicorns travel to.

AND and, considering the wings spell was so hard that even twilight could only do it once, it would take a monumental effort by the unicorns to produce only a few magically winged ponies, which would be quickly taken hostage by the pegasus legion.
