Thus, in theory, Granny Smith > Rainbow Dash > Wonderbolts, all in terms of heroic capability. Granny Smith: Law Enforcement.

So far true, no solid protection enforcement within Ponyville. Royal Guards from Canterlot are too slow compared to the speeds the Wonderbolts, who are presumably headquartered at Cloudsdale, could get to the present danger at hand.

Well Celestia gave Twilight the task of solving the problem of the dragon in Dragonshy. With experience with dragons, possibly knowing and including the dragon from Owl's Well That Ends Well, they'd have experience in dealing with dragons.

Edit: That and including Celestia's ever-so-always busy schedule.
