No one has much of an excuse to not have SSF4 and sticks now.

Also check Amazon.com's lightning deals. Apparently one of them today will be an arcade stick. We don't know what type or system. But it will be an arcade stick. If it's a madcatz Standard Edition fightstick, then you may want to replace the buttons and joystick with sanwa parts. If it's any type of Tournament Edition stick, it's ready right out of the box.
