tested it last night, Rammus still much faster clear with 21 offensive than 21 defensive. Still not much faster than old Rammus.

Pretty much how I've been feeling.
Maybe my opinion of this will change if a good cass destroys me mid with Sion. From my experience, her DoT isn't going to break shield. If you want to break a shield before you get stunned you are going to have to twin fang it once or twicen depending on how late in laning phase it is, meaning you just stopped to use a move so you are probably getting at the least stunned if not shielded as well. If you choose not to compete with shield he is going to 6 creep a wave and go roam while you salvedge creeps on tower. Cass is borderline broken laner and arguably best AP, just not seeing how she shuts down Sion in lane.

I think Riven is easily a tier one level champion, but she's criminally underused despite crazy early damage, crazy late game scaling, and amazing mobility.
Therefore nobody was buffed? Or different people within the same role?
Well, initially I said all masteries were buffed but I changed it to what I said because the new utility is not necessarily better than the old utility. But, having a heavy utility spec is a lot stronger than anyother previous spec for supports. This makes a buffed support. The new utility also opens the door for a lot of different supports outside of janna/soraka/sona/alistar/taric. By the way, heal is pretty good.
Fixed, in more ways than one.
