No, no you haven't but thank you. 
It's Neko-Arc from the game series Melty Blood. She's the comedic character of the series but also considered one of the worst. There is a male version of her called "Neko-Arc Chaos".
I love everything about her because she's so cute. Like when she walks around she has her hands behind her back and has this (¯3¯) when she walks. She's just fun.

If I played melee I probably would've picked melee as well. I was never good at melee and I didn't play it competitively. So, I'm really bad with wave dashing and all of that crazy jazz, which is why I only play Brawl. Plus I love Wario too much. :v

**** I thinking I'm going back to Blue and Pink classic wario. I had been using blue motor cycle and green motor cycle(in honor of snap). For some reason when I play teams it won't let me pick any of the classic costumes tho. Like I can select them but when the dubs match starts it puts me in a motor cycle costume.
