Correct--the raw number is not itself a measure of studio friendship or anything of the sort.Sakurai actually sent requests out to well known composers in the industry he liked, and those that responded positively to working on Ultimate's soundtrack were allowed to make the arrangements THEY wanted. Neither Sakurai nor Capcom nor Nintendo designated the amount of remixes. That's why it's so uneven: Castlevania, Megaman, and Street Fighter got a lot of arranges because that's what many composers chose to remix.

But the degree to which Capcom was forthcoming with rights speaks highly to the relationship nonetheless.
For contrast, I'm sure no shortage of composers would have loved to make Final Fantasy remixes. But......
