Why doesn't X pokemon get Y attack/ability/typing?

I don't see anything sharp on Diglett or Dugtrio nor can they fly, but they can still learn Aerial Ace. Mantyke can also learn it as a Water/Flying, but I don't really imagine it as flying up in the air for long periods of time nor do I really see any sharp objects on it.
Dig/Dig3 have claws as they are mole-esque, so jumping in the air and coming down to slash the opponent for an "aerial ace" is easily explained.

Giga Drain also has 5 PP.

It's that you can deal damage and heal at the same time.

Which is also why it has low base power.
Keep in mind the amount of HP you deal is not equivalent to the damage done. It's relative to 50%, which is what PowerBomb was referring to.

Such a "limit" shouldn't necessarily gimp the move's PP.

Bulk Up Drain Punch Gallade would love more power/PP on Drain Punch.

That only has some merits, though. You'd have to be able to gain enough bulk to use that effectively. Hitmontop would utilize potential boosts much better since Drain Punch is furthered boosted with Technician.

Ahh but this isn't the place for that.

I think the Pikachu evo line should be able to learn Bite and other similar moves. After all, it's one of the things mice are known for - constantly gnawing at everything in sight.

Also, all mammalian Pokemon should be able to learn Milk Drink at least through a TM, since in real life that is the first food or drink that most mammals consume at an early age (there's even a few Pokemon that are based off of baby mammals - all of which later evolve; some examples are Pichu, Teddiursa, and Phanpy).

Pikachu learning bite? Hmmmm....you raise a very good point there.

As for Milk Drink, that would break the game-giving every mammal a recovery move. Plus isn't the MooMoo Milk item enough for you?

The MooMooMilk would have a special effect on mammals: recovering all HP. For non-mammals, it would function as it currently does .

As for non-mammals, they would get their own recovery move. I need to think of some names. Reptilian Pokemon could get a move called Shed - based on what reptiles do. Bird Pokemon could get a move called Molt - based on what birds do.

Except for the fact that Pokemon aren't mammals. They all lay eggs, anyway.

Monotremes would be a more accurate word, I think.

Rephrase, why can't Mew learn Acid Armor?
Because Acid Armor isn't a TM. Also, Acid Armor is generally associated with Poison-types and Vaporeon, so it's probably just aesthetic sense that Mew cannot learn it naturally.

Acid Armor is Liquefy or something in Japanese; it makes sense for Muk and Vaporeon, but melting isn't something I usually associate with embryos. ;)

I believe Tentacruel is also a Pokemon which learns Acid Armor, so it makes more sense with the Japanese translation.
Actually, it doesn't learn Acid Armor; it gets Barrier instead, which does the exact same thing. :confused: It would still make sense with Acid Armor, IMO, because jellyfish are pretty watery creatures.

Oh. I lied, then. Are Muk and Vaporeon really the only two Pokemon with Acid Armor?
They're the ones most people think about, but the Slugma line (via breeding), Gulpin line (via breeding), Phione and Manaphy learn Acid Armor too (all of which are slimy/wet Pokemon).

Barely. It doesn't even look remotely suited to bashing someone on the head with. And it'd probably feel like it was made of whale blubber.
