Why doesn't X pokemon get Y attack/ability/typing?

Brine is essentially salt water. Used in preserving foods and stuff. Oh, and in Battle Revolution, it looks basically like the user just jetting out a stream of water.

For some reason, I can associate Hariyama and Makuhita with salt (probably because of SmellingSalt), but I've no idea how salty water would figure into that.
Hariama sweats, alot.

There should be a similar move where the chance of causing regular poison is say, 50% while the chance of causing Toxic poisoning is say, 10%. That would be a pretty unique Poison-type move.

Why can't Pelipper learn T-bolt? He already knows shock wave, but STAB surf does more damage on flying types.

@ above: Because Game Freak wanted more 'early game' Pokemon to learn the Gym Leader TM moves. Shock Wave is likely for opposing Water types, not Flying.

Do you mean Hitmonlee would lose 75% of his current health? Or that he would take 75% of the damage that would have been done?

Either way, I'd still be using Close Combat.
Hitmonchan's Iron Fist needs a serious buff. Like x1.5 instead of x1.2
I thnk Wingull not being able to learn Surf is similar to how Zubat or Golbat can't learn Fly. Their final evolution stage Crobat can learn Fly, like how Pelipper can learn Surf.
Zubat and Golbat can both Fly, according to serebii.

I think he meant physical STAB - the useful one. Flareon has a respective base Attack stat.
I knew that's what he meant. Many people overlook the ridiculously high BP moves and ignore them because it's on the weaker side of the attacking spectrum of a Pokemon. If you want to use a strong Fire type attack on Flareon right now, you're really just better off with Fire Blast or Overheat.

but then you're better off with a different Pokemon, because Flareon's base Sp. Attack is not exactly very good...

I just realised something.

Why doesn't the Mudkip line get Dry Skin? Mudskippers are known for having to keep themselves damp constantly to stay alive.

Mudkip is a starter Pokemon, and by tradition all starter Pokemon have either Overgrow, Blaze, or Torrent. If it wasn't a starter Pokemon Damp or Dry Skin would be very fitting.

There are no exceptions to the generic abilities of all starters. NO EXCEPTIONS!

Also, why can't Gengar learn Nasty Plot?
I'd bet this is mainly for balance. After a Nasty Plot, Gengar's Focus Blast 2HKO's Blissey, which is pretty ridiculous if it's behind a Sub.

Until I found out he couldn't learn Drain Punch.

Why doesn't Gyarados have Aerial Ace? It needs more flying attacks besides Bounce.

There are a few small reasons why.

Though part flying, Gyrados does not resemble much of a flying type, more of a water/dragon. Yes, other non-flying types have Aerial Ace, but others that do have access to that move typically have something sharp to cut or to slice. Even the sound from the attack suggests some sort of slice or cut, and I don't see an acceptable way Gyrados slices something. Maybe with its teeth, but that would count as a bite, or a fang move. The tail may seem like a possible canidate to use Aerial Ace, but the tail doesn't suggest a sharp blade or possible cutting move, based on design.

Is that an acceptable answer?

I don't see anything sharp on Diglett or Dugtrio nor can they fly, but they can still learn Aerial Ace. Mantyke can also learn it as a Water/Flying, but I don't really imagine it as flying up in the air for long periods of time nor do I really see any sharp objects on it.
