should let players have an option to use ntsc during tourneys... there's heaps of copies going around these days.

you do have the option if both players agree, nothing stopping you from a gentlemans rule.

same thing with stages and well any rules at all, so long as both parties agree.

the only thing not permitted is anything that would hold up the tournament because it takes too long.
