If you understood that it makes it clear that it is not effecting current abortion funding laws, you would understand what those "services described" are. AKA ****, cases where the mother or child are in serious health risks.

So clearly you're misunderstanding something. Where does it say
when public funding is allowed?
I can continue to point out places where it says it will not fund abortions, but it seems that you are actually reading it now. I hope that means you will find it yourself instead of stopping there.

Pay very close attention to where it says
it will have no effect on the current laws.
