If you have any interest in anime, watch the movie Akira, since that's where the second character is from - it was on Crunchyroll at one point, though I'm not sure where it's available now.

TL;DW: he's a powerful psychic/telekinetic whose abilities go out of control, resulting in him turning into a hideous monstrosity. If you've seen Naruto, Gaara's transformation into the One-Tailed Beast was inspired by that movie.

Maybe the manga gets crazier than the anime does in terms of the range of Tetsuo's powers, but given the sheer amount of history that Magneto has, combined with tons of experience with fighting psychics (unlike Tetsuo, who doesn't have experience against super-powered beings), I feel like this is going to be pretty one-sided in Magneto's favour. (maybe not "Quicksilver vs. the Flash" levels, but it seems like Magneto has a ton of advantages)
