If the counter for some strange reason doesn't work, I'm almost sure that Blizzard works in Ice-Beam's Stead.
By the way, in normal competitions, to counter something, you would have to be able to take as many hits as it takes for your strategy of any kind to allow you to defeat your enemy, or more commonly, be able to switch in, outspeed or take a 2nd hit, and then instantly crush your foe, correct? Would it be fair to close this to outside factors, making it that the pokemon are only forced to contend with the effects that the target pokemon and the creature that is switching in to counter create?
