Yeah, she is.
But she is also the one that went back in time and saved Ky from dieing in the crusades, which ended up preventing Dizzy from becoming the second Justice as well as preventing a lot more of the cast from dieing.
She works for That Man, and it's hard to tell if his goals are really evil right now imo.
The Guilty Gear story is really convoluted and weird. But also really interesting.
