The thing with Hell and Damn is that they were much more regularly considered swears in the past due to their religious connotations, equally blasphemous as "taking the Lord's name in vain" among those who are more strictly religious.
Over time, however, as younger people grew up, these became far less severe because as a whole, people were growing less religious here in the US compared to back then.
Especially nowadays where atheism, agnosticism, and, in general, apathy toward blasphemy is at an all time high here, many censors are less strict because there are fewer people who would be offended.
Children's programs nowadays still won't use either word, obviously, but saying hell or damn in public nowadays won't draw the ire of helicopter moms covering their kid's ears as often.
