In all fairness Megazard Y is only able to surpass it's rock weakness because it's so goshdang terrifying, and even as a Zard fan I really don't want to live in a world where it doesn't have a x4 rock weakness.Sneaky Pebbles are annoying, but the fact that despite them, Megazard Y is still OU should be a testament as to how not-metadefining they are.
The meta isn't balanced around having hazard removal, like it was with mimikyu forcing entire teams having an anti-mimikyu check
There's still enough counterplay around stealth rocks that I don't see it as a massive, ban-worthy issue, but it can still be pretty troublesome how it skews the game's balance so heavily against rock-weak pokemon. At least in my eyes.
