Sakurai himself said that the game won't be all about new content, so I would think it's more likely that the roster will stay the same with a lesser amount new characters than what we had in the past, rather than characters getting cut in favor of new ones. At least, that would make more sense considering the design philosophy of this new Smash game
Cuts are possible because time constraints can be a ***** as we've seen with Brawl, but that isn't exactly something we can predict, so there's no reason to expect it. And obviously, a lot of things are possible especially when we don't know squat about the game and won't for the next few months. Why expect anything in the first place, or swing to a specific direction, knowing that almost anything is possible. How about taking a neutral approach, waiting and seeing what the game will be like and how the developers might go about developing the game, before assuming that things will go one way or the other
It's unreasonable to act like cuts are impossible, but it's just as unreasonable to act like they're inevitable
