meltyblood is probably the best PC fighter with netplay.

all the touhou fighters have net play as well.

Yeah, Melty is usually the way to go.

There's also the Touhou Fighting game thing, which has a decent following here on Smashboards. I know a couple people in DGames that plays it and Blue Rouge from Ohio does as well.

It boils down to the amount of money usually invested into PC games. If you're going to play a good fighter, then you must waste money. Take Brawl as a valid example: lots of people wasted fifty valuable dollars on that gem (some even wasted a second $50, because they'd intentionally broken their first copy). PC games are generally inexpensive, making them not worth the effort to buy, play, comprehend, and / or master.
