What was the highest placing Jigglypuff? Clearly we need to take into account where they placed when determining position.

Also that logic isn't flawless because APEX is not what makes a tier list. There is not only other data but I'd argue that Apex is sort of small.

And if your argument is right, Ryo got at least top 25, maybe higher from what I saw, so Ike for high tier (HECK YES!!! THAT FIST!). Above Jiggs for sure.

You know if Luigi's recovery, projectile, dash speed, air speed, traction, range, weight, wake up options, weren't below average, Luigi could be top tier.

luigi is good once he gets in close range, he would be a better character if he actually could approach against disjoint and not get pushed back fifty metres by anything hitting his shield, getting inside in the first place is his main problem.

Depends on the situation
His wavedash is ridiculously good which is nice, but it's not necessarily that much more useful than other ones.
And the shield push back is the main drawback, which can be managed since you can wavedash OoS but you still miss out on possible grabs or up-smashes other characters would be able to manage.

So now I have just lost my title to this guy. Now I must point out the problems in this list: KD3 has a chaingrab on characters with 85 weight and up (Marth's weight and higher) so he is at least mid to high mid tier. Sonic has many boost attacks and can overwhelm opponents with speed (not with power tho). ROB has plenty of mismatches as he does have plenty of tools to keep opponents at bay, but all of his kill moves means that he has to come into close to mid range and ROB is not the best in that range. Kirby has a mean throw game and precisely one good aerial and a decent fsmash, so that at least places him above like half the cast. Ike and Ganon suffer from having extremely slow attacks(both in start up and end lag) which holds them back, but Ike probably has one of the best Jab Cancels. PT is crippled by stamina and being forced to switch out so no. Lucario has an aura effect that installs a comeback factor and has great combo game. Sheik is her own character. ZSS is her own character. Peach is better than you give her credit for blah blah blah blah blah blah blah blah.

Plus there are many other flaws with this list. Speed > Power. Main reason I think Sonic is underrated. True he has no killing power, but he has a lot of tools at his use. And it is also pretty crazy to say Zelda/Sheik and Samus/ZSS considering they are different characters. It just makes it look like you know nothing about this game lol.
